Strategic Planning for the Introduction of GIS in the Ministry of Environment, State of Lower Saxony, Germany (1995–2007)

In 1995, GISCON carried out a comprehensive study of the needs and requirements of the Ministry of Environment of the State of Lower Saxony in Germany. The main objective was to design and develop a central server-based database for all geographic and tabular datasets of the ministry. This was complemented with the development of GEOSUM (Geoinformation System for Environmental Data Management). This was an ArcInfo-based application that allowed the user to access, query and analyze the huge amount of the data holdings stored in the central database.A new consulting session was conducted by GISCON in 2002 for the migration of the central file-based database to ArcSDE Geodatabase on top of ORACLE 9i. A set of pilot projects were conducted to ensure an optimum transfer of the data to the Oracle database. GEOSUM was then rewritten to work on ArcGIS using ArcObjects and VBA. Additional functions and many helpful tools were added. In a further step, GISCON developed an ArcIMS-based application to allow users to access this central geodatabase over the Internet. Since 1995 till now, GISCON has been contracted by the Ministry of Environment for the maintenance, updating and further development of GEOSUM.
